The leak consists of spreadsheets, PowerPoint presentations, PDF files and Word documents from the Domestic Policy Department of the Russian Presidential Administration headed by Sergei Kiriyenko. The documents are dated from 2020 through December 2023 and show the discussions and proposals that led to the final budget.
The documents were leaked Estonian Delphi Who shared it with Expressen. We reviewed with journalists from German media Paper media, SPIEGEL, ZDF, Austrian standard, Tamedia Swiss and independent Russian newsrooms Medusa And stories As well as Central Europe Fsquare.
While working, we tracked the plans in the budget to the projects actually completed. We compared budget items in Kremlin documents with the official Russian state budget and were thus also able to track expenditures.
Companies, associations and other organizations mentioned in the documents have been verified and examined.
In recent years, Expressen has been part of a whole series of unique exhibition cooperation operations on Russian threats to Europe. Last year, with the help of another leak, we were able to reveal the Kremlin's plans from Belarus, Moldova and the Baltic countries.
